Resumen
Este estudio analizó la contribución de la cooperación entre la Organización de Naciones Unidas y el gobierno de Costa Rica en la gestión de áreas protegidas y la conservación de la biodiversidad, en el marco de la adaptación al cambio climático, durante el periodo 2016-2021, facilitado la implementación de políticas y programas orientados a la resiliencia y sostenibilidad ambiental. La investigación se abordó desde un enfoque cualitativo, con un diseño no experimental y longitudinal, utilizando el marco teórico del institucionalismo neoliberal, que subraya la importancia de los regímenes internacionales en la cooperación. Los resultados muestran avances significativos, como el aumento de la cobertura forestal y la consolidación de corredores biológicos, así como la mejora en la gestión de las áreas protegidas y la conservación de la biodiversidad. Sin embargo, también se identifican desafíos, como la dependencia del financiamiento internacional y las barreras sociales y culturales que limitan la efectividad de las políticas. La investigación concluye que, aunque la cooperación ha permitido avances importantes, la sostenibilidad a largo plazo depende de superar los desafíos internos y externos que enfrenta Costa Rica.
Abstract This study analyzed the contribution of cooperation between the United Nations and the Costa Rican government in the management of protected areas and biodiversity conservation, within the framework of climate change adaptation, during the 2016-2021 period, facilitating the implementation of policies and programs focused on resilience and environmental sustainability. The research was approached from a qualitative perspective, with a non-experimental and longitudinal design, utilizing the theoretical framework of neoliberal institutionalism, based on Keohane's theories (1984, 2011), which emphasizes the importance of international regimes in cooperation. The results show significant progress, such as increased forest coverage and the consolidation of biological corridors, as well as improvements in the management of protected areas and biodiversity conservation. However, challenges are also identified, such as dependency on international funding and social and cultural barriers that limit the effectiveness of the policies. The research concludes that, although cooperation has allowed for significant progress, long-term sustainability depends on overcoming both internal and external challenges faced by Costa Rica.
