Image Detection in Low-Quality Videos

This article aims to describe recent findings on a prototype for assisting blind people. To improve its functioning the main approach is to build an intelligent system composed by Machine Learning of several models to detect and recognize multiple objects. The scope of this activity includes efficiency assessment, video data compilation, image segmentation, Data Mining processing, and tagging. This work also evaluates and depicts certain techniques and approaches to be applied to create models with high pattern detection efficiency. The algorithm must be light as well as quick, in order to be used in standard cell phones to assist blind people and provide meaningful information to the user as well as a small analysis of the results. Furthermore this study outlines specific methods and strategies employed to develop highly efficient models for pattern recognition.
Intelligent Computational Ecosystems for Digital Transformation Based on Explainable Argument Assistant Systems

This work presents the current state of the Computational Ecosystems for Digital Transformation research project, financed since 2022 by the Secretariat of Scientific Research and Transfer of the Vice-rectorate for Innovation, Research, and Postgraduate of the Universidad Siglo 21 of Argentina. The topic seeks to boost digital transformation and business digital maturity of the Argentine productive system, which shows a deceleration compared to the global media observed in the last years in other regions, according to the UN 2030 Digital Agenda for Sustainable Development. One of the research project’s lines is discussed, aimed to integrate Intelligent Computational Ecosystems including Argument Assistant Systems of Explainable AI as an inference metaphor based on data analytics in situations where the information to be considered is potentially inconsistent and/or incomplete, thus enhancing decision-making and processes of Business Intelligence aimed at improving the problematic situation under consideration.
Implementación de un repositorio digital mediante DSpace como sistema web para la gestión del conocimiento

La gestión del conocimiento es una actividad esencial en el entorno organizacional, ya que se relaciona con la optimización del uso de los recursos intelectuales. Los conocimientos y experiencias que los miembros crean y adquieren durante las actividades de investigación representan un valioso activo para la organización. Por ende, resulta fundamental contar con una herramienta web que permita gestionar de manera eficiente la producción de este conocimiento. En este contexto, el objetivo es implementar un repositorio digital mediante DSpace como sistema web para el Instituto de Estudios Ambientales y Desarrollo Rural de la Llanura Chaqueña (IEADER-UNSE) de la Universidad Nacional de Santiago del Estero. Este sistema brindará soporte para el trabajo colaborativo y el aprendizaje organizacional, facilitando la captura, almacenamiento, difusión y reutilización del conocimiento. Además, cumplirá con la Ley 26.899 sobre la creación de repositorios digitales institucionales de acceso abierto. Se espera que esta propuesta contribuya a mejorar la gestión de la información y el conocimiento en la institución. La metodología empleada en la investigación es tanto documental como aplicada, utilizando el manual LEADIRS II (Leaders in Digital Reference Services II) como estrategia metodológica para lograr una adecuada implementación. Entre los principales resultados obtenidos se destacan una mejor organización de la documentación generada en la institución y una mejora en la difusión del conocimiento producido. Además, se observa una mayor colaboración entre los miembros. Se concluye que con esta propuesta se promueve una cultura colaborativa, lo que contribuye a una gestión más efectiva de la información y el conocimiento, dando soporte al ciclo de captura, almacenamiento, difusión y reutilización del conocimiento. Cabe destacar que este trabajo forma parte del Proyecto de Investigación PI-UNSE 2020, código 23C-166, y constituye, a su vez, el desarrollo de una tesis final de grado.
Gamification and open innovation in organizations: a systematic review of the literature

The study examined the link between gamification and open innovation in organizations as a training strategy to promote participation, ideation, and creativity. Despite growing interest, there is limited research integrating both concepts in organizational settings. A systematic review was conducted following the ReSiste-CHS framework, combining bibliometric and thematic analysis. Databases such as Scopus, EBSCO, Google Scholar, and Taylor and Francis were used. The bibliometric analysis revealed four thematic clusters: innovation management, co-creation, crowdsourcing, and applied technologies. Gamification occupied a central position, acting as an interface between different innovation dynamics. However, an instrumental approach predominated, with little inclusion of pedagogical or critical frameworks. Gamification was found to contribute to the promotion of open innovation, especially in the early stages. However, beyond its motivational potential, its impact depends on strategic design and integration with pedagogical theories. The research suggested that future research should incorporate epistemological approaches to consolidate its educational value in organizational environments.
Utilización de la inteligencia de negocios en startups

La gestión de la información en las organizaciones es clave para obtener ventajas competitivas, impulsando el desarrollo de herramientas y metodologías enfocadas en el análisis de datos, como la inteligencia de negocios (BI). Este estudio analiza el uso de herramientas BI en startups de Córdoba y su impacto en la toma de decisiones. Se establecen tres objetivos: (1) identificar las herramientas BI utilizadas, (2) reconocer los principales desafíos en su implementación y (3) analizar su influencia en los procesos de decisión. A través de un enfoque cuantitativo, se realizó una encuesta a startups de Córdoba para evaluar el grado de adopción de BI y sus desafíos. Los resultados indican que el 45% de las startups han adoptado estas herramientas, reflejando una creciente conciencia sobre su importancia. Microsoft Power BI es la plataforma más utilizada, con un 85% de respuestas favorables. Entre las principales barreras para la adopción de BI se encuentra la falta de capacitación, lo que resalta la necesidad de estrategias educativas para mejorar su uso. Otras razones incluyen desconocimiento, restricciones presupuestarias y limitaciones técnicas, lo que subraya la importancia de enfoques adaptativos según la realidad de cada empresa. Finalmente, se identifican 10 ejes clave que pueden guiar la adopción de BI en startups, proponiendo estrategias para superar los desafíos detectados. Estos hallazgos destacan la importancia de fortalecer la capacitación y la accesibilidad a herramientas de BI para potenciar la toma de decisiones en startups cordobesas.
New characterizations of the diamond partial order

Baksalary and Hauke introduced the diamond partial order in 1990, which we revisit in this paper. This order was defined on the set of rectangular matrices and is the same as the star and minus partial orders for partial isometries. New ways of describing and studying the diamond partial order are being looked into in this paper. Particularly, we present a new characterization by using an additivity property of the column spaces. Additionally, we also study the relationship between the left (resp., right) star and diamond partial orders. Specifically, we obtain conditions in which the diamond partial order means the left (resp., right) star partial order. The reverse order law for the Moore–Penrose inverse is characterized when is below under the diamond partial order. Finally, an interesting way of describing bi-dagger matrices is found. We also provide an algorithm to construct two rectangular matrices that are ordered under the diamond partial order. Numerical examples are given in order to confirm our results.
Herramientas tecnológicas en los conflictos privados transfronterizos en Argentina con especial referencia a la “Guía de buenas prácticas en materia de cooperación jurisdiccional internacional para las Américas”

Este ensayo tiene como propósito reflexionar sobre el impacto y los beneficios de la modernización derivada de la tecnología en la cooperación jurídica internacional, particularmente en lo que concierne a los procesos de notificación, traslado de documentos y obtención de pruebas que deben llevarse a cabo en jurisdicciones extranjeras desde la perspectiva del Derecho Internacional Privado argentino. Con un enfoque particular en la reciente Guía de Buenas Prácticas en materia de Cooperación Jurisdiccional Internacional para las Américas, aprobada en el marco del Comité Jurídico Interamericano (oea), el propósito de este trabajo es esbozar líneas sobre cómo la tecnología impacta en las respuestas que el derecho internacional privado es capaz de brindar.
Inteligencia Emocional + Inteligencia Artificial: superando la dicotomía. Estrategias y Acuerdos para un Nuevo Contrato Didáctico 5.0

En la Industria 4.0 la tecnología está más orientada hacia la cibernética que hacia las personas (Mourtzis, D., et al, 2022). La preocupación global ante esta realidad induce a orquestar incipientes iniciativas centradas en el ser humano tendientes a la emergente Sociedad 5.0, en donde la ética, la generación y el uso responsable de todo lo alcanzado en la etapa anterior se destacan como sostenes de la nueva trama altamente globalizada, centrada en las personas y deslocalizada geográficamente (Deguchi, A., et al, 2020). En este contexto, la llegada disruptiva de la Inteligencia Artificial (IA) y la Inteligencia Artificial Generativa (IAG) plantean nuevos desafíos basados en la transformación digital, modificando los ecosistemas humanos y su trama subyacente. En concordancia, nuevos modelos didácticos emergen o son revisados. En particular, una nueva semántica debe asociarse al denominado contrato didáctico o de aprendizaje, que sigue posicionándose como sostén y garante de una praxis educativa democrática y explícita en donde el mutuo consentimiento entre educador y educando (resultado de la negociación consensuada del proceso de enseñanza-aprendizaje) y el compromiso tangible de cada parte son expresados.
Adoption of artificial intelligence technologies in Argentine external auditing

This study analyzes the adoption of artificial intelligence (AI) technologies in external auditing in Argentina, within a context where these tools promise to optimize processes and enhance the quality of professional judgment. Despite a high level of awareness regarding AI, its practical application remains limited and uneven. The objective was to analyze the adoption of artificial intelligence technologies in external auditing in Argentina. A mixed-methods approach with a descriptive design was employed. A total of 236 certified public accountants were surveyed between August 2024 and February 2025, and the quantitative findings were complemented by semi-structured interviews. The results show that although 97% of respondents are familiar with the concept of AI, only 12% apply it in their auditing work. The main barriers identified were the lack of specialized training, limited technical skills, and organizational resistance to change. Among the most valued benefits are time savings, increased accuracy, and improved detection of irregularities. The analysis allowed for the identification of three user profiles: young innovators, neutral professionals, and older individuals willing to adopt but lacking training. The study concludes that promoting targeted training programs, clear regulatory frameworks, and an innovation-oriented organizational culture is essential to bridge the gap between technological discourse and its effective implementation.
The E -relative m -weak group inverse

In this paper the notion of the m-weak group inverse of a complexsquare matrix relative to an invertible Hermitian weight E is introduced.We show several equivalent algebraic characterizations of this new type ofgeneralized inverse. Additionally, different properties, representations, andcharacterizations involving the column space, null space, rank equalities, andprojectors are presented. Finally, we solve a linear equation using this newgeneralized inverse.
Digital Governance and Personal Data Protection:

Introduction: this research examined the relationship between digital innovation in public administration and personal data protection, employing a Privacy-by-Design (PbD) approach. It assessed the extent to which government platforms incorporate ethical and legal aspects that guarantee data privacy and security. Methods: a qualitative study of Argentine public initiatives was conducted, combining three strategies: (i) visual exploration of the platforms from the user experience; (ii) manual and automated analysis of metadata on published datasets; and (iii) development of a prototype in Python to validate technical aspects linked to PbD principles, such as security settings, transparency, and basic privacy control mechanisms. Results: progress was observed in access to open public data and tools aimed at citizen transparency. However, the full incorporation of data protection principles remains a challenge, as evidenced by both manual analysis and automated testing of the prototype. Metadata analysis and technical evaluation revealed weaknesses in the design, particularly in privacy and the implementation of user-accessible control mechanisms. Conclusions: the results underscore the importance of integrating Privacy-by-Design into smart governance, thereby strengthening citizen trust in digital services and promoting more responsible and sustainable forms of governance. Design recommendations are presented that foster a paradigm shift in application development and regulatory standards for digital public innovation.
Intervención estratégica a través de videojuegos

Los videojuegos son herramientas de comunicación que estimulan aprendizajes informales y ubicuos. Su éxito depende del cumplimiento del objetivo y del compromiso de los jugadores. Sin embargo, se percibe una falta de videojuegos con árboles de decisión y modelado de roles que fomenten la autodeterminación y autoconocimiento juvenil. Para abordar este desafío, se propone el marco MDA (Mecánicas, Dinámicas y Estética) en el diseño y evaluación de un videojuego de simulación que motive a los jóvenes a reflexionar sobre sus actitudes y valores en la toma de decisiones. Actualmente, la investigación se encuentra en la recolección bibliográfica sobre videojuegos serios y su impacto en habilidades cognitivas. Se aplicará un estudio experimental con grupos control y tratamiento, donde la variable independiente será jugar el videojuego y la dependiente, la capacidad de toma de decisiones. Se espera contribuir con un modelo de intervención estratégica basado en videojuegos.
Agency, Empowerment and Avoiding Harm in the Digital World :

Discussions on internet safety have focused on technical means of restricting abuse, erecting barriers and protecting children from social media. Such restrictions are necessary but not sufficient to create empowered digital citizens. We argue that responsibility for internet use should lie with the individual. This does not mean individuals should be left without tools to navigate the digital world. Young people must be given the knowledge and skills to cultivate responsible digital agency. Information Technology and generative AI are dramatically changing how we learn and work (e.g., more distance learning, specialized packages for specific learners, holograms, virtual reality and simulators). A new curriculum is needed – one that incorporates the technologically driven transformation of learning and prepares students for an AI-dominated world. This new curriculum will also require radical changes to assessment, certification and entry to employment. While our research study focuses on study cases in Latin America, global leadership is needed to promote the development of new curriculums that promote digital empowerment and responsible agency.
Experiencia de uso de herramientas de Inteligencia Artificial en un curso universitario: evaluación y perspectivas

En diversos ámbitos profesionales, la difusión de herramientas de inteligencia artificial facilitó tareas repetitivas, sistemáticas, así como las de complejidad considerable. La experimentación como alumno de las ventajas y las limitaciones del uso de herramientas de Inteligencia Artificial (IA) resultan valiosas en la etapa formativa. El análisis se enfoca en un caso de aplicación, en tres cursos (120 alumnos) de Investigación de mercado de la carrera de grado Licenciatura en Comercialización, donde aplicando aprendizaje por proyectos, en una de las etapas se utilizó ChatGPT. En grupos, realizaron preguntas, con enriquecimiento adecuado y especificaciones convenientes, para proponer un diseño metodológico asociado a una cierta necesidad de investigación de mercados. Se esperaba además que revisan críticamente las respuestas conseguidas, adecuen, completen, corrijan críticamente, ya la evaluación implicaba realizar una propuesta válida. Los productos finales obtenidos permitieron descubrir un espectro de comportamientos diferentes. Algunos grupos realizaron una base a partir de las respuestas, mejoraron sus preguntas y lograron propuestas asertivas. En el otro extremo, algunos grupos solo dejaron, acríticamente, la propuesta obtenida de ChatGPT, con notorios errores e inconsistencias. Las reflexiones posteriores al trabajo permitieron revisar las prácticas y generar ideas de usos posibles, beneficiosos y eficaces de la herramienta de IA.
A lemma on C0-semigroups on time scales and approximate controllability of the heat dynamic equation

In this paper, we present a lemma that allows us to characterize a broad class of C0-semigroups on time scales, which can be applied to prove existence and uniqueness of solutions of systems of partial differential equations where the time domain is a time scale. The result obtained is applied to study the controllability of the heat equation on time scales. The lemma presented in this paper can be seen as a unification of the one proved by H. Leiva in [28], for semigroups in [0,∞).
Concursos públicos en el consejo de la magistratura. idoneidad, igualdad y azar.

La incorporación del Consejo de la Magistratura a nivel nacional y provincial pretendió, entre otras cosas, despolitizar y dar transparencia a los sistemas de selección de magistrados/as. Luego de abordar sus orígenes y la forma en la que se desarrollan los concursos públicos en Córdoba, me apoyaré–a partir de una sentencia de la Corte Suprema argentina– en las categorías de igualdad e idoneidad para, introduciendo el elemento del azar en el acceso a cargos públicos, discutir sobre la conveniencia de mantener un sistema meritocrático como el actual.
Análisis cualitativo de la dinámica de un modelo depredador-presa de Leslie-Gower modificado con difusión

The main goal of this paper is to study the global dynamics of a Leslie-Gower predator-prey model with functional response of Holling type II as function of predator and with diffusion. We prove the dissipativity of the model and the global stability of the nontrivial equilibrium.
Regionally Based Socio-Economic Ecosystems: Case Studies from Argentina

In recent years, growth in digital transfor mation has increased exponentially, but in some regions, only slow growth has been achieved, as in Argentina. This represents a remarkable Argentine deficit of skills and a shortage of talent for the develop ment of industry 4.0/5.0. The conclusion reached at an International Engineering Workshop which took place in Cordoba, Argentina confirmed this. Documenta tion derived from a collaboration with the UCL Global Engagement Strategy was considered, and projects and start-ups in London and Glasgow associated with digitalization, as well as lessons learned, were included. Finally, during 2023 a sur vey of digital maturity was carried out with Argentine companies. In addition, a field observation of direct data collec tion from Argentine companies as well as interviews with experts were conducted. Furthermore, 51 Argentine job banks were consulted, looking for digital transforma tion-related skills. Beyond the business world, 500 academic programs of study within Argentine university degree pro grams were examined to detect digital transformation-oriented content. Even considering the particularities of the country, some patterns were de tected including the urgent necessity of improving education as a guarantee of growth to promote a better Argentine digital transformation. Indeed, based on the diagnosis and including key points of the Social Ecosystem Model, a set of rec ommendations oriented towards aligning professional skills covered by university degrees in Argentinian academia with market needs was formulated. Digital Government and Smart Cities – Developments in Argentina

There is a growing awareness of the importance of regional economies – generally, a city and its hinterland – in supporting economic regeneration and expansion. A Social Ecosystem Model (SEM) has been developed that seeks to comprehend the holistic dynamics of working, living, and learning within an economically defined space. There is an important role for organizations such as the G20 in promoting the wider adoption of a local model as a means of promoting economic regeneration, expansion, and social justice. There are two parallel developments that need to be considered when examining the “smart city” digital government and smart government. These are convincingly demonstrated by developments in cities such as Buenos Aries and Córdoba in Argentina. Qualitative Analysis of a Leslie-GowerPredator-Prey Model with Delay Revista: Bolletin of computational Applied Mathematics

The article aims to study a modified Leslie-Gower predator-prey model with Allee effect II, affect ing the functional response with the assumption that the extent to which the environment provides protection to both predator and prey is the same. The model has been studied analytically as well as numerically, including stability and bifurcation analysis. Compared with the predator-prey model without Allee effect, it is found that the weak Allee effect II can bring rich and complicated dy namics, such as the model undergoes to a series of bifurcations (Homoclinic, Hopf, Saddle-node and Bogdanov-Takens). The existence of Hopf bifurcation has been shown for models with (with out) Allee effect and the local existence and stability of the limit cycle emerging through Hopf bifurcation has also been studied.
